Abstract (:

This project investigates which problems the UN-system had regards their intervention in the war i Bosnia-Herzegovina and how these problems can be solved in the efford of securing the international peace and the human rights in the future. By examining the conditions of the war in Bosnia-Herzegovina, and the efford the UN have used through the war, I've found the reasons of the UN's problems in Bosnia-Herzegovina. My research pointed towards that the UN from the beginning of the conflict, have used the wrong means i the efford of puting an end to the war. The UN tried to preserve the peace even though there were no peace to preserve. The reason for this mistake is mainly to be find in the security council. The council could not come to an agreement of how to handle the conflict.Without their agreement and permission, is the UN-system paralysed. It led to that UN- forces in Bosnia-Herzegovina couldn't do anything to prevent the ethnical cleansing that took place in especially Srebrenica, because the only had the permission to use self defence. When they at last where permitted to use all means to protect the civilian, it was too late and impossible. The peace-keeping forces was not armed in the purpose of securing anything than themselves, which was difficult enough. The konklusion of this project is that the UN-system need to be reconstructed to become better in confronting problems as in Bosia-Hercegovina, in the course of becomeing better when it comes to the security of human rights and the international peace.
