The beer market in Russia has experienced constant growth in recent years, with substantial growth rates (20% annually). This growth is a reflection of the change from strong alcoholic beverages, such as vodka, to beer and alcopops, which has taken place throughout the former Eastern Europe. Only legislation, such as a biased duty structure for beer and strong alcohol or a ban on beer advertisements, would have an impact on this development.
After the economic collapse in 1998, there has been strong concentration towards locally produced beer. Prior to 1998, the import share was around 5% of total consumption, while today it is 0.3%.

In order to reestablish faith in the economy, the Government is implementing a strict fiscal and monetary policy. Among the necessary reforms, a comprehensive tax reform has been passed. However, there is a need for further structural reform with a view to, among other things, establishing a detailed legislative and administrative framework that can ensure the rights of private investors and regulate the market and business community in a transparent way.
