Den er her:

There have always been a limitation on people's and businesses' behavior when it affects other people, especially their health. Drunken driving laws, health standards for restaurants, pollution restrictions for industry, and safety standards in manufacturing are all born from an understanding that freedom is not an absolute. One should not legally be able to act in a manner that harms others – such as public smoking.
This is an issue where perspectives among rational people may differ. I view it as a health issue. I know of too many fine people who have died of cancer, heart disease, or chronic lung disease who had years of exposure to the toxins associated with tobacco. I do not desire to persecute those who choose to smoke, though I would urge each one to give up the habit. Yet, I do feel that those who choose not to smoke should be supported in that decision and should not be forced to endure the harmful and potentially deadly effects of smoking, such as cancer and other health problems, simply by seeking to visit, work in, or attend a restaurant, a bar, a store, or an academic institution.
But then again, let's face it, some dark basement pubs are conducive to drinking beer, shooting pool, throwing darts, and smoking cigarettes. Smokers, and in some cases other people would disapprove of the smoking ban. People know what they are getting when they go somewhere and they have a choice – there are no-smoking sections in most restuarants. Having said all that, I still think smoking in public places should be banned. There are places where there have been bans and it is a huge success. The drop in customers many predicted has not occurred. The bars and clubs do not stink anymore, and neither do you after you've been in one for an hour or so.
Proposals to promote clean air do not deny the right of smokers to smoke, but smoking in occupational work settings, schools, colleges/universities, and other public places denies people the ability to breathe air that is fresh. It is true that cigarettes are legal products, but so are alcohol and automobiles, and few argue with the wisdom of banning them from being used together in a way that is known to harm others. We don't allow chemical plants or oil industries to knowingly endanger workers' health because they can make more money. I don't believe public places should be allowed to do so either.

behavior - behaviour
restuarants - restaurants

Det var de eneste stavefejl der var.

Både behavior og behaviour er korrekt :-)
