I begyndelsen af 1996 blev offentligheden stærkt opskræmt over en nyhed om, at ti yngre mennesker I Storbritannien var døde af en sygdom, som muligvis kunne være overført via kød fra kvæg med kogalskab. Reaktionerne kom prompte: forbud i EU mod import af britisk oksekød og en beslutning om at nedslagte millioner af køer i Storbritannien. Både organisatorisk og økonomisk er det en kæmpeopgave man regner med at skulle nedslagter ca. 15.000 køer om ugen, men problemet er at det nedslagtede kvæg skal brændes, og der er ikke i øjeblikket tilstrækkeligt mange forbrændingsanlæg i landet til at løse den opgave. Og hvem skal betale den samlede regning, som man vurdere til at blive på ca. 20- 30 milliarder danske kroner? EU træder til med støtte men hvor meget Storbritannien selv må udrede, er ikke nemt at beslutte i EU regi. Storbritannien er kendt for sin modtand mod selv til at yde til EU; skal den enkelte britiske skatteborger nu straffes for det? Eller skal EU vise større solidaritet med Storbritannien, end briterne nu har vist med resten af EU?
In the beginning of 1996 was the public strong alarmed about the news that 10 younger persons in the United Kingdom had died of a disease that possibly could be transmit trough meet from cattle with mad cow disease. The reactions cam promptly: ban in EU against import of British beef and a decision about killing millions of cows in the United Kingdom. Both organizational and economical is it a huge job: it is excepting to kill about 15.000 cows weekly, but the problem are that the slaughtered cattle have to be burned and in the moment there is not enough incineration plant in the country to solve the problem. And who is going pay the whole bill that is estimated to be about 20-30 billions Danish crones? EU steps in with support but how much the United Kingdom have to defray it self, is not easy to decide in EU. The United Kingdom is well-known of it opposition against itself to pay to EU; should the individual taxpayer now be punished for this? Or should EU show bigger solidarity with the United Kingdom than the Britain’s have showed the rest of EU until now.
